Aim of the Course:

The course focuses upon the overall context of e-Government development, e-Government concept and challenges and opportunities associated with implementation of e-government programs. This course examines how governments around the world are designing and implementing e-Government strategies, both at a national and local level, and it analyses the impact of ICT on government’s strategies, organization, relationship with stakeholders and overall performance.

 

Course Content:

Topic 1. Introduction.

Topic 2. Development of information society: concepts, problems and prospects. Strategies of information society development: international and Russian experience.

Topic 3. The state on a boundary of centuries: challenges, concepts of governance improvement.

Topic 4. E-government: definitions, basic concepts, e-Government history, technologies.

Topic 5. Maturity models of e-Government. E-Government strategies in different countries. 

Topic 6. E-Government ratings and rankings

Topic 7. Public agencies as service providers

Topic 8. Public e-services

Topic 9. Public e-services marketing

Topic 10. Monitoring and evaluation of e-services

Topic 11. Government portals

Topic 12. Business-government cooperation in e-Government projects

 

Teaching Methods:

Lectures, home and class assignments, group project, student presentations.
