Round Table “PPP Development in the Field of Airports”

Round table “PPP Development in the Field of Airports” was held on October, 15 at the International Research Conference “GSOM Emerging Markets Conference: Business and Government Perspectives”. Choice of the topic of the round table was caused by the fact, that the Center for PPP Studies GSOM SPbU in collaboration with United Nations Economic Commission for Europe develops International PPP standards in the field of transport, including airports. The initiative of development of International PPP standards belongs to UNECE acting on behalf of UN and represented by International PPP Centre of Excellence. Thereby, the chief of UNECE International PPP Centre of Excellence Geoffrey Hamilton, the secretary of UNECE Team of Specialist on PPP Tony Bonnici, as well as the member of UNECE project teams on development of PPP standards in the transport sector Rosario Macario took part in the round table in order to discuss with Russian experts PPP standards, peculiarities of PPP projects in the field of airports and to get acquainted with the best Russian practices of PPP in the airport sphere.
The round table was opened with welcome speech of the Head of the Department of Public Administration SPbU, Minister of Transport of Russia Maxim Sokolov, who addressed the participants of the Conference in a video message. Maksim Sokolov in his speech pointed out that PPP is a very complex modern instrument for the creation of large-scale projects and one of the most effective ways to implement public tasks, and that this was noted in the recently held 70th Session of UN General Assembly. Maxim Sokolov wished conference participants interesting discussions, fruitful work and exciting projects.
The presentation of the first and one of the most successful Russian PPP project of building and exploitation of Airport Pulkovo in St. Petersburg continued the round table “PPP Development in the Field of Airports”. Margarita Belyaeva, Head of the Department of ensuring the terms of the concession agreement of "Northern Capital Gateway", not only shared the experience in realization of this project, but also presented to participants the best PPP practices in the field of airports, the most appropriate PPP models and the use of advantages of different models.
The main issues of PPP agreements and concession agreements for airports were revealed by international expert, Professor of Lisbon Technical University (Portugal), Rosario Macario, who concentrated her attention on why it is necessary to use PPP for airports and its advantages in comparison with traditional project realization by government, how to assess value-for-money in PPP projects and also described the risks throughout the life cycle of PPP project in the field of airports.
Greater attention for risks in PPP projects in the airport sphere was given in the speech of Director of the Department of Infrastructure Finance of VTB Capital Andrey Antonovsky. The representative of VTB Capital, telling about the risks allocation in PPP projects, identified the main ones and ways to mitigate each risk. A. Antonovsky as well as Margarita Belyaeva reinforced his speech by the example of the project of Airport Pulkovo development, in which VTB Group took part as a member of the consortium.
The representative of other large funding organization Gazprombank - Senior Project Analyst of the Department of Project and Structured Finance Ivan Potekhin told participants about the peculiarities of financing of airport infrastructure, particularly, about the project financing in different PPP models, forms of government support and commercial schemes during realization of PPP project, concession and investment agreements.
The first round table was concluded with the presentation of the Head of the Center for PPP GSOM SPbU Studies Svetlana Maslova and Head of the practice of PPP, Intellectual Property and Information Law in Maxima Legal Vladimir Kilinkarov on PPP legal framework at the international and regional levels. Speakers raised and revealed several important problems about the possibility of unification of PPP norms in an international convention or in a model law, including CIS Model PPP Law.
The round table “PPP Development in the Field of Airports” was actually useful and interesting for all its participants, international experts got acquainted with still “young” Russian PPP experience in the field of airports, Russian practitioners could delve into the international PPP trends, Center for PPP Studies GSOM SPbU strengthened the cooperation with both to conduct further joint research.
