Round table “Projects of Public Private Partnership in Health Care in St. Petersburg” was held October 17, 2014 as part of the International Conference “GSOM Emerging Markets Conference: Business and Government Perspectives”.
More than 90 leaders of public sector organizations and private firms, members of the Administration of St. Petersburg, potential investors, and representatives of well-known consulting companies took part in the round table.
Vice-governor of St. Petersburg Olga A. Kazanskaya, responsible for the social policy of the city, welcomed the participants of the round table. She pointed out the importance and relevance of public-private partnership (PPP) mechanisms in health care and supported the establishment of the Center for Public Private Partnership Studies at GSOM SPbU, the leading scientific and research center of St. Petersburg.
The program of the round table included the presentation of the Center for Public Private Partnership Studies, which was given by Svetlana V. Maslova, Director of the Center, and Andrey E. Ivanov, Deputy Director. Center administration told about the main goals of the Center, including new research opportunities and the development of additional educational programs in the field of PPP, and excellent conditions for the implementation of these goals available at GSOM SPbU.
Afterwards several presentations of pilot projects of St. Petersburg public-private partnership in the health care sector were given:
Financial and economic aspects of these projects were summarized by Roman A. Golovanov, Head of the Department at the Committee for Investments and Strategic Projects of St. Petersburg. Legal aspects were covered by Svetlana V. Maslova. Anton V. Mikhaylov, Head Medical Officer of the Maternity Hospital No. 17, Gleb V. Mikhaylik, CEO of the LLC “AVA-PETER”, and Alexander A. Abdin, Partner of the “Euromed” Group, showed their great interest in these PPP projects.
Presentations devoted to the financial features of the PPP projects were held by Michail N. Bazhenov, Head of the Consulting Department at PwC St. Petersburg, and Irina S. Mitina, Chief Lawyer at the law firm “Kachkin & Partners”.
The final part of the round table included presentations on new PPP projects by the alumni of the educational program “Management in Health Care” (Presidential Program at GSOM SPbU). Alexander A. Gayduk, Head Medical Officer of the Counseling and Diagnostic Center of St. Petersburg State Pediatric Medical University, presented the project of the reconstruction of the Diagnostic Center and the creation of the Center of Rare and Hereditary Diseases. Natalia A. Beresina, Partner and Head Medical Officer of the Diagnostic Treatment Center of the International Institute of Biological Systems, presented the project of the creation of the Center of Proton Radiotherapy.
The Assembly Hall, full of guests, active participation in the event of the Vice-Governor of St. Petersburg, leaders of private and public medical organizations, representatives of respected consulting agencies, diplomatic officials, - all these facts reflect two important results of the round table. On the one hand, the topic of public-private partnership is crucial for all major stakeholders, who, on the other hand, are looking for the development PPP projects in the region with the help of the Center for Public Private Partnership Studies, created at GSOM SPbU.
