On June 29, 2017, the St. Petersburg Government Prize laureates were rewarded for the implementation of graduation projects on behalf of the executive bodies of the St. Petersburg state authorities. Bachuki Tsanava (2nd year student, Master in Public Management Program, GSOM SPbU) was also awarded as SPb Government Prize winner.
Bachuki was awarded the St. Petersburg Government Prize for completing the graduation diploma project on behalf of the St. Petersburg Investment Committee on the topic: "New in PPP legislation. Consideration of proposals for the implementation of PPP "(scientific advisor: Svetlana Maslova, ssociate professor, Department of Public Administration, St. Petersburg University).
Within the master's thesis, key elements and stages of consideration of PPP projects and legal mechanisms for reviewing projects were identified. Also the analysis of the theoretical bases for assessing the comparative advantage of PPP projects was done, including within the framework of the concepts "Value for Money" and "Public Sector Comparator". Based on the analysis of world experience and analysis of Russian practice, author's recommendations were developed to improve the process of reviewing PPP projects. The main value of the recommendations is to propose a systematic approach to building special institutions and conducting a full-fledged public policy in the field of PPP.
The event was visited by Vladimir Kirillov (Vice-Governor of St. Petersburg), Andrei Maksimov (Chairman of the Committee on Science and Higher School), as well as other heads of the executive bodies of St. Petersburg Government and educational organizations of higher education.
