Round table “Risk Management in PPP Projects in Health Care” was held February 10, 2015 at the Graduate School of Management St. Petersburg University (GSOM SPbU). The event was organized by the staff of the Center for PPP Studies GSOM SPbU as part of the ongoing research project “Improvement of Risk Management Methods in PPP Projects in Health Care Sector”. Representatives of regional public authorities and regional branch of Health Insurance Fund, executives of public and private medical organizations of St. Petersburg, Leningrad region and the Republic of Tatarstan, leading consultants in the field of PPP, representatives of the academic community, graduates and students of the GSOM professional training program “Management in Health Care” (part of the Presidential Training Program).
Head of the Center for PPP Studies Svetlana V. Maslova and Chief Research Associate Andrew E. Ivanov welcomed the participants of the event and presented major research approaches to risk management in PPP projects identified in the study conducted by the Center. Main conclusions of the presentation contained several ideas, including the absence of a unified methodology of risk identification in PPP projects, significant gaps in legal regulation concerning the distribution of risks between the parties of PPP, as well as suggestions to improve PPP legislation and the efficiency of the process of risk identification and mitigation. International experience of risk management in PPP projects in health care was discussed in the video presentation of James Barlow, professor of Imperial College London.
Subsequent presentations were devoted to the features of identification and mitigation of specific risks. Roman A. Golovanov, Head of the Investment Projects Department at the Committee for Investments and Strategic Projects of St. Petersburg, presented commercial risks of PPP projects in health care. Mikhail N. Bazhenov, Head of the Consulting Department at PwC St. Petersburg, covered financial risks of PPP in health care. Pavel V. Karpunin, Partner at Capital Legal Services, classified major legal risks of PPP projects implementation. Sergey I. Furmanchuk, CEO of Hosser Engineering Firm, presented the methodology of optimal risk allocation between public and private partners and mechanisms of risk mitigation from the perspective of a technical consultant. Igor M. Akulin, Chairman of the St. Petersburg Arbitration Court for Health Insurance and Health Care, Vice-President of the Association of Medical Law, Head of the Department of Health Care Management of St. Petersburg State University, and Ilya B. Ivanov, Director of Business Development at Euromed Group, discussed specific medical risks in PPP projects and features of risk management.
Regional experience of risk management in PPP projects for the case of the Republic of Tatarstan was the subject of two presentations. The executives of the Modern Medical Clinic HD Kamil R. Fakhrutdinov and Valery M. Ovchinnikov discussed the problems related to risk management in the project of reconstruction and operation of the Interdistrict Outpatient Dialysis Center. Gleb V. Mikhaylik, Director of AVA-Peter Ltd., shared his experience of risk management in the project of construction and operation of the Center of Family Planning and Reproduction. Both projects are implemented in the city of Kazan.
The event finished with the lively discussion on the current problems of PPP in health care with participation of Arkady Z. Stolpner, Chairman of the Group of Companies “Diagnostic Treatment Center IIBS”, Nikolay V. Efimov, Director of the Railroad Hospital JSC “Russian Railways”, Igor A. Gonchar, Head of the Department for the Development of Health Care Organizations, Committee for Public Health of St. Petersburg, Tatiana E. Romanyuk, CEO of EMS Ltd., Irina L. Sharipova, Adviser to the Vice-Governor of St. Petersburg Olga A. Kazanskaya.
Svetlana V. Maslova and Andrew E. Ivanov summarized the results of the round table. They highlighted the uniqueness of the event which was attended by representatives of each part of St. Petersburg health care cluster in order to discuss an important research problem and develop methodological basis of risk management in PPP projects in health care. The speakers also presented a new training program “Development and Implementation of PPP Projects in Health Care”, which is going to be opened soon at GSOM SPbU.
