In accordance with the decision of the Minister of Healthcare of the Russian Federation Veronika I. Skvortsova, the Head of the Center for PPP Studies, Graduate School of Management St. Petersburg University, Svetlana V. Maslova has become a member of the working group “Regulatory and Methodological Support of Public-Private Partnership Mechanisms Development in Healthcare” which was created as part of the Coordination Council for PPP, Ministry of Healthcare of the Russian Federation.
The working group is headed by Andrey V. Kazutin, Director of the Department for Infrastructure Development and Public-Private Partnership, Ministry of Healthcare of the Russian Federation. The working group also includes representatives of federal and regional ministries and government agencies, State Duma, as well as experts from leading Russian universities (Moscow State University and St. Petersburg State University) and consulting companies.
Four meetings of the working group are scheduled for 2015. Major issues on the agenda of the nearest meetings include the design of methodological recommendations on the use of concession agreements for the development of healthcare infrastructure, improvement of Russian legislation in order to create necessary conditions for the development and implementation of PPP mechanisms in public healthcare, as well as elaboration of criteria for rankings on PPP development in healthcare.
