On March 17, 2015 the Debates “Legal Regulation of PPP: Tendencies and Trends” were held as part of the Russian PPP Week – 2015. Svetlana V. Maslova, Head of the Center for PPP Studies, was one of the key speakers of the event.

The main issues discussed on the debates were the necessity of the adoption of the federal law on PPP, gaps in legal regulation of concession legislation, the role of regional legislation on PPP, use of the mechanism of private initiative.

 

In her speech Svetlana V. Maslova highlighted several major PPP mechanisms which require an adjustment in the federal law on PPP and concession legislation, presented a review of international practice of private initiative mechanism implementation – “unsolicited proposals”, including Bonus System, Swiss Challenge System, Best and Final Offer System.
