On December, 3 2015 the Head of the Center for PPP Studies Svetlana Maslova took part in the Business Breakfast of Russia’s Transport Minister Maksim Sokolov at the first day of IX International Forum and Exhibition “Transport of Russia” within the framework of “Transport Week – 2015”.
The meeting was held with participation of heads of subjects of the Russian Federation, investment and pension funds, credit organizations, rating agencies, transport, project and building organizations, public authorities.
Head of the Federal Road Agency “Rosavtodor” Roman Starovoyt, Head of the Udmurt Republic Aleksandr Soloviev, Acting Head of the Republic Komi Sergey Gaplikov, Governor of the Khabarovsk Region Vyachaslav Shport, Chairman of the Board of the State Company “Avtodor” Sergey Kelbakh, Russian President’s Assistant Igor Levitin, General Director of Tamanneftgas Mishel Litvak, Chairman of Partners Border VEGAS LEX Albert Eganyan, President of the Republic of Tatarstan Rustam Minnikhanov presented their reports during the event.
The main topic of the Business Breakfast was the realization of infrastructure projects in the field of transport on the basis of public-private partnership and attraction of private finance. On the opinion of Maksim Sokolov, attraction of off-budget investments in transport sector is very relevant issue at the present time. Talking about PPP, the Minister distinguished a range of projects realized on its basis: Construction of Toll Highway Moscow-St.Petersburg M11, Project of Central Round Road, as well as Development of Port Infrastructure in regions. The main attention was paid to introduction of system “Platon” on the territory of the Russian Federation. On the opinion of the Minister, imposing tolls for fright transport on federal roads will have positive impact on infrastructure and economy of regions. In turn, the participants of the Business Breakfast presented transport projects realizing on the basis of PPP in the Russian subjects: Construction of Bridge across the River Kama (Udmurt Republic), Construction of Road of 1086 km. (Republic Komi), Construction of Road “Bypass of Khabarovsk” (Khabarovsk Region), Construction of Transport Railway Access to the Port “Taman” (Krasnodar Region), Construction of Sviazhsky Interregional Multimodal Logistic Center (Tatarstan).
