Andrew Ivanov, Deputy Director of PPP Research Center, took part in the international seminar on the development of public-private partnership organized by the United Nations Economic Commission for Europe (UNECE) and the Russian Ministry of Economic Development, which was held on October 12, 2016 in Moscow.
During the seminar, representatives of the Russian Ministry of Economic Development, Ministry of Finance, regional authorities, academia and consulting firms meet with the UNECE delegation, which included representatives of the department of cooperation and partnership with the UNECE S. Volchek and C. Mesa, as well as members of the Business Advisory Department UNECE J. Fortea, M. Redikan and B. de Cazalet.

In particular, the subject of discussion was the allocation of risks in PPP projects, time-processing of international guidelines for the effective management of the PPP, the UNECE efforts to develop international standards in the field of PPP and distribution of co-responsible international best practices. It should be noted that the research guidance on good practice design and implementation of PPP projects in the road sector, prepared by Svetlana Maslova, the Head of GSOM PPP Center, was highly appreciated by the UNECE.
In their speeches, the UNECE experts carefully assessed the recent developments in the PPP legal regulation in the Russian Federation as the separation of regulation of concessions and other forms of PPPs, the estimation of comparative advantage.
The debate has gone beyond the allotted time frame, and it may be continued in different organizational forms.
