On November 28, 2020, professors of the Graduate School of Management of St. Petersburg State University, Evgeny Yu. Blagov, Assistant of the Department of Information Technologies in Management, GSOM SPbU, and Andrew Ivanov, Head of the Professional Retraining Program “Management in Health Care”, GSOM SPbU, took part in the St. Petersburg International Labor Forum.
Evgeny Yu. Blagov took part in the session “Digital profile of a state civil and municipal employee: is it needed? To whom and why?” The speaker paid attention to the prospects of platform services using a digital employee profile. Such a profile includes data on its competencies and allows you to create an individual educational program for professional retraining and team building in multidisciplinary project teams. The speaker also noted the contribution of the School staff in introducing new teaching technologies using the capabilities of the Blackboard system of St. Petersburg University. During the session issues of architecture, functional and user requirements for platform services of education and team acceleration were discussed.
Andrew Ivanov spoke within of the section “We want to learn how best ...”, devoted to the issues of training state civil and municipal employees. In his report, Andrew Ivanov presented an analysis of legal acts and statistical information, proving that the state organization is not used to provide the training of civil employees. As a result of this, the speaker took the initiative to develop guidelines on the basis of which there would be a state procurement of educational services for the professional development of civil servants in St. Petersburg. Andrew Ivanov proposed bringing the policy in the field of professional development of the executive bodies of state power of St. Petersburg into line with its legal regulation and returning to the practice of state civil employees undergoing vocational training.
