On November, 25 2015 the Head of the Center for PPP Studies Svetlana Maslova took part in the Round Table “Realization of Transport PPP Projects in the Context of Budgetary Constraints” and moderate the PPP-debates “Intersubjective Transport PPP Projects – the challenge of time” at the II Annual Conference "Transport Infrastructure of St. Petersburg and Leningrad region". Students of the GSOM master program “Master in Public Administration” Viktor Eremin, Bachuki Tsanava and Yulia Ikhonkina also took part in the conference.

 

The first event – Round Table “Realization of Transport PPP Projects in the Context of Budgetary Constraints” was held by Olga Potiforova, Head of PPP and External Relations Department at Directorate for Development of Transport System of St. Petersburg and Leningrad Region, and Aleksey Chichkanov, ExecutiveVice-President – Head of PPP Center, JSC “Gazprombank”. The event brought together around a table the leading Russian PPP experts – practitioners, among which K. Arakelyan, Managing Director, Infra ONE; A. Bnatov, CEO, LLC “Northern Capital Highway”; P. Brusser, Managing Director, Head of Infrastructure, Project & Structured Finance, JSC “Gazprombank”; R. Golovanov, Head of the Department for PPP Projects Support, Investment Committee of St. Petersburg; P. Gokhshtein,  Manager of Transaction Advisory Services, Group of Project Finance and Infrastructure, EY; A. Kisilev, Managing Director, Deputy Head of the Department of Infrastructure Finance, CJSC “VTB Capital”; A. Korabelnikov, Chairman of Finance Committee of St. Petersburg; S. Maslova, Head of the Center for PPP Studies; Yu. Pavlov, Main Specialist, ANO “Directorate for Development of Transport System of St. Petersburg and Leningrad Region”, A. Shaikhutdinova, Head of the Financial and Economic Department, LLC “PMA”.

 

The representatives of business and government, like public and private partners during the preparation of certain PPP project, jointed together around a table in order to discuss their main “project” – the development of transport system of St.Petersburg and Leningrad region. For this purpose the organizers proposed to discuss the following topics:

• Perspectives of development of PPP transport projects in St. Petersburg and Leningrad region;
• Off-budget financing of transport infrastructure in the current realities;
• Problems of hidden debt load in the financing of transport projects;
• Availability payment or government order: the selection criteria;
• Opportunities to attract public funding to projects for the construction of toll roads: fund of the project “12-plus-tons”;
• Sources of financing of regional transport PPP projects in the context of budgetary constraints.

 

The second event – PPP debates “Intersubjective transport PPP projects – the challenge of time”, moderated by Svetlana Maslova, was aimed to discuss the opportunities, perspectives and problems during the realization of joint transport PPP projects of St. Petersburg and Leningrad region. As Olga Potiforova pointed out, the theme of intersubjective transport PPP projects is very relevant, because there are a wide range of perspective PPP projects in this field, for example, the construction of the line of Light Rail Transport “Sertolovo – St.Petersburg” and “Vsevolzhsk – St.Petersburg”, the construction of Transport Hub “Devyatkino”, creation of single ticket for public transport of St. Petersburg and Leningrad region in the framework of development of intelligent transport systems, which can solve the problem of transport accessibility for residents of two regions. The PPP-debates was focused on the discussion of legal aspects during the realization of such projects.
