Center for Public Private Partnership Studies

The Laboratory “Center for Public Private Partnership Studies” is a structural unit of the Graduate School of Management, St. Petersburg State University (GSOM SPbU).

The major goal of the Center

The major goal of the Center is to develop and disseminate knowledge about the implementation and efficient management of PPP projects, as well as to provide a platform for interaction among public officials, business community and academics in the process of the implementation of PPP projects by integrating the competences of academics and professional experts.

The main objectives of the Center include

Conducting research on various aspects of PPP;
Preparation of research papers for their further publication in leading international and national academic and professional journals;
Development of international academic contacts;
Involvement of bachelor, master, doctoral students and young researchers in academic projects and educational process;
Organization of international and national academic conferences, seminars and other events;
Collaboration with the Center of Expertise SPbU in the process of supporting government authorities, local self-government institutions, state-owned enterprises, and business community in the preparation and administration of PPP projects, preparing expert reports on PPP, and evaluating implemented PPP projects;
Implementation of the research results in the educational process; development of educational programs in the field of PPP, including professional development and retraining programs.
Preparation of study guidelines, textbooks, collections of case studies on PPP projects.

Research

Current problems and distinctive features of the structuring and implementation of PPP projects in the fields of transportation, housing utilities, engineering infrastructure, public health, education, etc.;
Risk management in PPP projects;
Financial structure of PPP projects;
Organization of PPP tenders;
Analysis of the key conditions of PPP agreements and other project documents;
Strategies of PPP projects development in the Russian regions;
Institutional environment of PPP at the national and international levels;
Unification of PPP legal rules in the context of international law;
Creating economic and law mechanisms for adapting the best PPP practices in Russia;

Knowledge Dissemination

Preparation of monographs, research papers for leading peer-reviewed international and Russian academic journals, as well as practice-oriented and methodological articles for international and national professional journals and mass media;
Publication of textbooks, study guides, case studies on PPP; publication of selected case studies in the international repositories (digital libraries), including the “Case Centre” (UK);
Participation in international and national academic conferences – presentation of the major research results;
Organization of methodological seminars, round tables and conferences on PPP with Russian and international participants from the public sector, business community and academic institutions;
Implementation of the research results in the educational process; development of educational programs in the field of PPP, including professional development and retraining programs.

Design and Development of Training Programs in the field of PPP

“Development and implementation of public-private partnership in public healthcare”;
“Development and implementation of public-private partnership in transportation”;
“Development and implementation of public-private partnership at the regional and municipal levels”;
Other educational programs, including customized programs.

Expert Activities

Development of proposals aimed at the improvement of the Russian federal and regional legislation concerning public-private partnership;
Supporting government authorities, local self-government institutions, state-owned enterprises, and business community in the preparation and administration of PPP projects;
Preparation of expert opinion and expert reports on PPP.

Center for Entrepreneurship

The Center is created as a separate unit within the Graduate School of Management. It is aiming to unite and concentrate GSOM faculty, alumni, post-graduates and undergraduate students’ efforts on Entrepreneurship as one of the key research areas. The main goals of the Center activity are developing and dissemination of knowledge on Entrepreneurship.

Center for Corporate Social Responsibility

The Center’s goal is to support GSOM SPbU mission — to educate and advance the national managerial elite strongly committed to the idea of implementing the principles of social responsibility for impactful societal and economic change.

Center for Strategic Marketing and Innovations

The objective of the Center is creation of competences in studying marketing and innovation theories and methodologies using advanced experience of Russian companies in the comparative studies and spreading new knowledge among Russian academics and the businesses.
