The program “Healthcare Management” is aimed at improving the competitiveness of the Russian health cluster through professional retraining of managers and owners of healthcare organizations within the walls of the oldest Russian classical university according to the methods of the leading national business school.
The program was created in 2009 to be delivered in the framework of Presidential Program of Management Training, which was initiated in 1997 to increase the managerial level of Russian managers. Now the program students are selected by Russian regions in the framework of Presidential Program and, as well, enrolled from the open market.

Managerial Economics The course is dedicated to students mastering the set of competencies required to use microeconomic and macroeconomic tools for developing and substantiating management decisions in health care organizations. The main issues, which are discussed, are the assessment of demand and supply on the different healthcare markets and the influence of macroeconomic environment on health care organizations. The students study economic issues through case analysis, prepare group presentations.
Organization of the medical insurance The course provides theoretical and practical aspects of health insurance system. The main issues, which are discussed, are the peculiarities of mandatory health insurance and voluntary health insurance, the interaction of medical organizations with health insurers, and the methods of financing medical organizations from insurance funds. The students study health insurance issues through case analysis, prepare thematic group presentations, take part in the round tables with stakeholders. |

General Management The course is designed to introduce students to the system of concepts and terminology of modern management and familiarize them with the general logic and structure of management sciences of organizations. The course examines the general problems of management of organizations and analyzes the main management functions in relation to the specifics of health organizations. In the process of studying, students have the opportunity to apply tools to analyze their organizations and draw conclusions about possible ways to improve their activities. Used active teaching methods: discussion of cases, presentation of the results of completed tasks, group work in the audience. |

Strategic Management The purpose of the course is to introduce students to fundamentals of the strategic management theory and factors determining a choice of the strategy, different approaches to the definition of strategy, structure of the strategic process, the contents of its main stages, such as general and industry environment and internal analysis, types of business and corporate strategies and problems of strategy implementation. The course combines lecturing, discussions, group work, individual assignments. Each session is a combination of lecturing and interactive methods, such as discussion of case studies in small groups, small tests, students’ presentations, etc. |

Service Marketing The course is dedicated to the formation of a marketing knowledge system as a modern business concept aimed at creating a company’s strategic competitive advantages through comprehensive market research, generating an active impact on demand, building strong, long-term relationships with customers and business partners. The students study service-marketing issues through case analysis, take part in Annual St. Petersburg Medical Forum, prepare individual and group presentations. |

Managerial Finance The course provides students with the necessary competencies to develop and implement financial strategy of healthcare organizations or its strategic business unit. Special attention is paid to understanding the role of financial statements as a source of information for analyzing and decision-making. The course, on the one hand, considers a number of corresponding cases, and, on the other hand, plays a key role in the student’s projects development.
Cost Management and Budgeting The course is designed to ensure that students acquire the necessary amount of knowledge and skills to collect and apply financial and accounting information for developing and making decisions in a healthcare organization. The pedagogical tools involve case studying, small groups working, and guest lectures. |

Human Resource Management The course provides theoretical and practical aspects of human resource management discussing the role of employees in ensuring sustainable growth, innovative breakthrough and competitive advantage of modern organizations. The course is intended as overview of human resource management strategies and practices with focus on the creation and development of organizational success through people in the healthcare industry. The author's cases are greatly involved. |

Managing Organizational change The aim of the course is to prepare, equip and support students, managers and owners of healthcare organizations, to successfully adopt change in order to drive organizational success and performance. This course focuses on the planned, systematic process in which applied organizational theory and managerial practices are introduced into organizations. The course addresses such topics as change management methodologies, fundamental organizational development techniques, methods for analysis of change problems, process interventions. It provides students with the skills to develop the most suitable approach to change for a specific organization (health care sector), whether top-down or bottom-up, planned or emergent. After the course students wil be able to become effective change agents at the individual, group, and organizational levels. |

Quality Management in Health Care The course is aimed at the applying of the basic principles of quality management of medical care into the practice of healthcare organizations. Students are offered to be acquainted with the basic tools and technologies of the quality management system and lean production. The formation of competencies is carried out by case studying of leading clinics of the Russian Federation achievements in the field of quality assurance of medical activities and patient safety. The skills of administrative actions plan development are formed on the base of a cycle of PDCA and a Donabedian model. |

Current issues of the Russian Federation Health Care System reforming The course is aimed at familiarizing students with the main directions of reforming the Russian health care system by organizing lectures and round tables with the participation of the heads of the health care system of the Russian Federation and its regions, and researchers of the health care system in general. The students take part in guest lectures, round tables, business game “State and Business”, and have a chance to contribute into the reforming the Russian health care system. |

The course consists from business visits to successful and innovative clinics of St. Petersburg (or border cities of Finland Republic) with round tables on current issues of their management (Strategy planning, Quality Management, Informatization, and so on). |

Project Management The course is aimed at mastering the set of competencies necessary for the application of the basic methods and tools of project development (planning) in the field of health care and management of their implementation (execution control) on the basis of generally recognized international standards of project management and the applying of modern information technologies based on the software package MS Project. The course includes analysis of mini-cases, training "development of project schedule in MS Project", work in small groups, group discussions. Computer classes accompany lectures. |

Public-private partnership in Health Care The course is devoted to the consideration of basic concepts of PPP in the health sector, developed and existing in world practice, as well as in the Russian Federation, the main forms of PPP and their implementation in the health sector. The classes develop practical decision-making skills related to identifying the key benefits of PPP projects for the state and business, choosing between budget financing of projects and implementing projects through PPPs based on the socio-economic effect of PPPs, and mastering the risk management principles of PPPs health care. During the classes, students learn how to structure PPP projects, prepare and implement them, including based on the best international PPP standards. |

Information Technologies in Health Care The main objective of the course is to acquaint students with the possibilities of introducing information technology into the practice of a medical organization. Managerial Communication The course is aimed at preparing students to communicate effectively in different business communication situations. Practical skills of active listening, presentations and conducting meetings are formed by using role-playing games and case studies. The skills of forming an effective communicative culture in organizations are developed.
Leadership The course allows students to master a complex of leadership skills and abilities. On the basis of active learning methods the ability to proactive behavior is formed. Competencies for transformational leadership are systematically mastered. Coaching-based management capability is developed. |

Public Procurement in Health Care The course aim at students’ mastering the complex of competencies necessary for management activities in the field of procurement management in the organization of health care. The students study procurement and public procurement issues by means business visits to clinics, business games, and trainings. The students share their experience in the procurement working in groups, which consist of representatives clinics, pharmaceutical producers, pharmacy retail and so on that is possible due to “cluster” approach to their enrollment.
Сurrent issues of the Russian Federation Health Care System reforming The course is aimed at familiarizing students with the main directions of reforming the Russian health care system by organizing lectures and round tables with the participation of the heads of the health care system of the Russian Federation and its regions, and researchers of the health care system in general. The students take part in guest lectures, round tables, business game “State and Business”, and have a chance to contribute into the reforming the Russian health care system.
The graduation project development The aim of the course, which delivers from the beginning to the final of program, is to organize the process of developing students’ projects and ensure of their high quality. To do that following pedagogical technics are in particular used: training on art of searching information in databases, case studies, interim project presentation to Commissions, which consist from top-managers of clinics and academicians. |

The price 131 250 Rub has set by the Government of Russian Federation for retraining programs, which are delivered in the framework of the Presidential Program in St. Petersburg.
